Rachel Lipsey

Rachel Lipsey is an Engineer currently working with the Arkansas Department of Energy & Environment, specifically in the No-Discharge Section of the Office of Water Quality since October 2022. Previously, Rachel served as a Project/Program Specialist at the University of Arkansas System Cooperative Extension Service from June 2004 to September 2023, focusing on research and analysis in various programs including Deer Repellant, Quail Restoration, and Feral Hog Eradication. Additional roles at the University of Arkansas included Professional Assistant and Program Associate, where responsibilities encompassed engineering support and conducting research on energy conservation and water quality. Rachel holds a Bachelor of Science degree in Biological and Agricultural Engineering from the University of Arkansas, obtained in 2002.
