Albert Francis Park

Albert Francis Park is the Chief Economist & Director General of the ERCD at the Asian Development Bank. Albert has over fifteen years of experience in the field of development, with a focus on infrastructure and project finance.

Albert started their career at the KfW German Development Bank in 2005, where they served as the Director of the KfW Office Jakarta in Indonesia from 2005 to 2009. In this role, they were responsible for identifying investment opportunities and executing project appraisals for infrastructure projects in Indonesia.

From 2009 to 2014, Albert served as the Principal Project Manager for the Infrastructure Division of KfW in Asia. In this role, they conducted policy dialogues about sector reforms, developed program concepts, and led due diligence missions for infrastructure projects in China, Indonesia and Vietnam. Albert also wrote KfW country strategies for identification of investment opportunities for Promotional Loans. In addition, Albert was responsible for supervision of an ongoing EUR 500 million loan portfolio mainly in China.

In 2012, Albert was also responsible for supervision of and liaison with the ICF Debt Pool, a EUR 500 million debt fund created by KfW to support private infrastructure development in developing countries. As part of their responsibilities, Albert represented KfW at the multi-donor group Private Infrastructure Development Group, a holding of different investment and advisory facilities, among them ICF Debt Pool, GuarantCo and InfraCo Asia. In addition to their responsibilities at KfW, Albert also mentored junior project managers at appraisal missions.

In 2014, Albert joined the Asian Development Bank as the Chief Economist & Director General of the ERCD. In this role, they are responsible for leading the department in charge of research and policy analysis on economic issues affecting developing member countries of ADB.

Albert Francis Park received a Diplom-Volkswirt degree in economics from the Freie Universität Berlin.
