David Hughes has extensive experience in various leadership roles in the education and social service sectors. David most recently served as Chief Executive of the Association of Colleges starting in 2016. Prior to that, they were the CEO of the Learning and Work Institute, a national charity advocating for adult learning and inclusion, from 2011 to 2016. David also worked as the Provider Services Director at the Education and Skills Funding Agency from 2010 to 2011. Earlier in their career, they held positions such as National Director at LSC, Chief Executive at Nottingham Council for Voluntary Service, and Deputy Chief Executive Officer at the Western Australian Council of Social Service, Inc. David's diverse background includes experience in coordinating housing cooperatives, development officer roles, and cooperative housing officer positions.

David Hughes attended Woodhouse Grammar School (now known as Woodhouse College) where they completed their O levels and A levels between 1977 and 1984. David then went on to study at the University of Cambridge, Fitzwilliam College from 1985 to 1988, earning a Bachelor of Arts (BA) degree in Geography. Following this, they pursued a Postgraduate Diploma in Social Housing at The University of Salford from 1988 to 1990.
