From 2007 to 2011, Rodney worked at USCG Logistics Transformation Implementation PIO as a Logistics Compliance & Business Process SME. In this role, they conducted inspections and evaluations, reviewed procedures for improvement, and analyzed workforce for proper staffing allocations.

Rodney Starling, MSPM has a diverse education background with a focus on project management, computer security and forensics, criminal justice, and electronics engineering technology. Rodney holds a Master of Science (MS) degree in Project Management from the Florida Institute of Technology. Rodney also earned a Bachelor of Science (BS) degree in Computer Security and Forensics from Strayer University and another BS degree in Criminal Justice from the same institution. Additionally, Rodney holds an Associate of Science (AS) degree in Electronics Engineering Technology from Coastline College as well as another AS degree in Criminal Justice from the same college.

In terms of certifications, Rodney has obtained the NAVSEA Reliability Centered Maintenance Level II certification from the Naval Sea Systems Command (NAVSEA) in August 2019. Rodney has also received several other certifications, including AN/SPS-40E Air Search RADAR Technician/Operator from the US Navy, AN/URN-25 TACAN Technician from the US Navy, Certified Electronics Technician from the United States Coast Guard, CompTIA A+ from CompTIA, Contracting Officer's Representative (FAC-COR) from the U.S. Department of Homeland Security, Cryptographic Technician from the National Security Agency, and UHF LOS/SATCOM Technician from the United States Navy.
