Paul Sayan

Paul Sayan currently serves as the Acting Bureau Head for the Bureau of Water and Wastewater at the Baltimore City Department of Public Works, overseeing the daily operations of a water and wastewater utility that caters to 1.8 million people with an annual budget of approximately $500 million. Previously, Paul Sayan spent over 13 years at WSP USA as Vice President and Program Manager for a $1 billion Sewer Wet Weather Consent Decree program in Baltimore County, and also held the position of Deputy Project Manager at Black & Veatch, where Paul managed a three-year capital improvement study. Earlier in Paul Sayan's career, significant contributions were made as a Project Engineer at Rummel Klepper & Kahl LLP and Ameron International, focusing on major infrastructure projects. Paul Sayan holds a Master’s Degree in Environmental Engineering from The Johns Hopkins University and a Bachelor’s Degree in Civil Engineering from California State University, Long Beach.
