Phill Warren

Phill Warren is an experienced professional in housing and homelessness management, currently serving as Chair of Essex Homelessness Group and Housing Solutions Manager at Basildon Borough Council since 2019. With expertise in delivering homelessness and rough sleeping prevention strategies, Phill has also been a vital Executive member of the Association of Housing Advice Services since 2013, leading direction and workshops for local government housing officers. Previous roles include Interim Head of Community Housing and Community Housing Manager at Southend on Sea Borough Council, where responsibilities included overseeing a team addressing housing options and needs, as well as implementing sub-regional homelessness initiatives. Early career experience as a COBOL programmer/analyst at First Data Corporation provided a technical foundation that complements Phill's extensive work in the housing sector.
