Carnisia Proctor

Carnisia Proctor is an experienced project manager and grants analyst with a robust background in federal education grants and management. Currently serving as a Project Manager at The MIL Corporation since July 2019 and as a Grants Analyst at Bazilio Cobb Associates since November 2018, Carnisia oversees Federal Education Grant funds for various agencies in the Virgin Islands. Prior to these roles, Carnisia held positions as a Grants Management Specialist at KTG and as a Contractor at AMEX International Inc. From May 1990 to May 2015, Carnisia was a Senior Management Analyst at the U.S. Department of Education, recognized as an expert in Hispanic-serving institutions and related programs. Carnisia Proctor obtained a degree from Bowie State University, completing studies from 1989 to 2013.
