J Patrick Foley

With over 25 years of experience in managed care and technology, Patrick has established himself as a leader in developing solutions to address the needs of clinically complex, vulnerable, and underserved populations. He has a wealth of knowledge in the areas of Medicare, D-SNP, and commercial self-funded healthcare.

Before founding Belong Health, Patrick was instrumental in the development of risk-bearing accountable provider organizations and Medicare + D-SNP health plans for HealthSpring (now part of Cigna). He served as a Regional President, operating health plans in Texas and Alabama, and ultimately serving as President of Cigna's Medicare Advantage division in the Mid-Atlantic region, where he successfully managed the ninth largest MA + D-SNP plan in the US at the time, growing the geographic service area to a $1.5B premium market.

After leaving HealthSpring, Patrick served as Senior Vice President of delivery and operations at Lumeris, a population health management solutions company, where he led the efforts that resulted in Essence Healthcare achieving a 5 STAR rating from CMS. Patrick also served as President of ELAP Services, where he partnered with self-funded employers across the United States to help reduce healthcare expenses by facilitating transparent and collaborative relationships between self-funded employers and medical providers.

He started his career with Texas Instruments and led sales and marketing efforts to early stage companies in the San Francisco Bay Area during the dot com boom.

Patrick holds a B.S. from the University of Notre Dame and an MBA from the University of California-Berkeley. He currently resides in the Philadelphia, PA area with his wife and two children.
