Frank Yuan

Frank Yuan, PE, VMA, CSPF, serves as Principal and Executive Vice President at Beyond Engineering & Testing, LLC since April 2020. Yuan is currently the OVTI Team Lead for the $641 million IH35E Phase 2 Design-Build Project in Dallas, Texas, overseeing construction verification and inspection efforts. Previously, from May 2019 to April 2023, Yuan held the role of Owner Verification Manager for the $1.7 billion LBJ East Design-Build Project. Prior experience includes positions as Vice President & Principal Engineer at Wood Environment & Infrastructure Solutions, and Vice President of Project Delivery at China Harbour Engineering Co. Ltd. Yuan has an extensive background in engineering management within complex transportation projects, supported by advanced degrees in Civil Engineering from Hohai University and the University of Oklahoma.
