David Payne

David Payne is an experienced Projects and Reliability Manager at Big West Oil, LLC since April 2012, overseeing the Project and Construction Group and Fixed Equipment Reliability group, while managing the capital portfolio and supervising mechanical engineering efforts. Prior to this role, David held various managerial positions at Tesoro from July 2001 to February 2012, including managing small capital projects and leading the $575MM Golden Eagle Coker Modification Project. David's extensive career includes senior engineering roles at Jacobs Engineering and Unifield Engineering, as well as a position at Koch Industries, all focused on project engineering and management in the refining and process facilities sectors. David holds a Bachelor of Science degree in Mechanical Engineering from Montana State University-Bozeman, obtained between 1986 and 1991.
