James Carroll

James Carroll has extensive experience in construction inspection, currently serving as a Construction Inspector at Blackburn Consulting since April 2008. In this role, James Carroll has been responsible for construction management and inspection of significant projects, including the installation of 36-inch and 30-inch VCP, as well as the rehabilitation of a 60-inch RCP Primary Outfall line. Prior to this position, James Carroll worked at ICM Group, Inc. from January 2007 to April 2008, where responsibilities included inspecting the water treatment plant expansion that upgraded plant capacity from 5 mgd to 6 mgd.
