Andrew has played critical roles in the administration of some of the most significant settlement programs in U.S. history, including:

The $12 billon Deepwater Horizon Economic and Property Damage Settlement Program arising from In re: Oil Spill by the Oil Rig “Deepwater Horizon” in the Gulf of Mexico, on April 20, 2010, MDL Docket No. 2179, and the Gulf Coast Claims Facility that preceded it; The NFL Concussion Settlement Fund arising from In re: National Football League Players’ Concussion Injury Litigation, MDL Docket No. 2323; The $100 million Wildfire Assistance Program established to assist those displaced by the 2017 and 2018 Northern California Wildfires; The $4 billion diet drug settlement, In re: Diet Drugs (Phentermine/Fenfluramine/Dexfenfluramine) Products Liability Litigation, MDL Docket No. 1203.

Combining his experience as an attorney and a certified Project Management Professional, Andrew oversees various aspects of claims administration. He directs teams of attorneys, analysts, project managers and software developers to design and implement creative solutions in mass claim programs and class action settlements. He has developed particular expertise in designing and implementing processes for evaluating lost income claims in economic loss settlements, processing the payment of mass tort claims, and resolving issues related to third-party funder transactions in mass tort settlements.

In addition to his work on large-scale mass tort programs, Andrew also directs the administration of financial and consumer protection settlements, voluntary settlements and regulatory settlements. These programs involve alleged violations of a broad scope of federal and state laws and regulations, which include:

Insurance Regulations; The Servicemembers Civil Relief Act; The Worker Adjustment and Retraining Notification Act (WARN Act);

Invasion of Privacy Laws; Traffic Control Device Ordinances; and False Advertising and Unfair Competition Laws.

In law school, Andrew served as Executive Editor of the Journal of Law and Commerce. He has been named among the Virginia Super Lawyers list of Rising Stars.
