Joan Affleck Silberman

Court Appointed Special Advocate at CASA of San Mateo County

Joan Affleck Silberman is a seasoned professional with extensive experience in special education and advocacy. Currently serving as an Individual Service Provider at the California Department of Rehabilitation since April 2012, Joan specializes in working with handicapped adults as an academic tutor, job coach, and in job placement. In addition, Joan has been a volunteer Court Appointed Special Advocate for CASA of San Mateo County since May 2012, providing mentorship and advocacy for children in foster care. Previously, Joan dedicated over three decades to the Jefferson Union High School District, serving as a Resource Specialist, where responsibilities included teaching, case management, and leadership roles, including union treasurer for 15 years and significant contributions to school reform initiatives. Joan holds a Master’s degree in Special Education with a focus on Learning Disabilities from San Francisco State University and a Bachelor’s degree in Psychology from the University of San Francisco. An Administrative Credential (Level 1) has also been earned.
