Dmitry Balashov

Dmitry Balashov is a seasoned professional in the energy sector, currently serving as Principal at Charles River Associates since January 2025. Previously, Dmitry held senior leadership roles at Liberty, including Senior Director positions in Grid Modernization and Regulatory Policy and Strategy from February 2021 to January 2025. Dmitry also contributed to the utility strategy and economic regulation as Director at METSCO Energy Solutions from April 2017 to February 2021, providing expert advisory services to power utilities and regulators across Canada. Prior experiences include leading regulatory processes at Toronto Hydro and serving as a Senior Policy Advisor at the Ontario Ministry of Energy. Dmitry holds an MBA from the University of Toronto's Rotman School of Management, an MPA from Queen's University, and a BA in Political Science from The University of British Columbia.
