Russell Burnard

Russell Burnard serves as the General Manager Operations and Registrar General of Births Deaths and Marriages at the Department of Internal Affairs in New Zealand since June 2014. Burnard has held multiple leadership roles, including Government Chief Privacy Officer and General Manager National Operations Services MIQ during a secondment at the Ministry of Business, Innovation and Employment from September 2021 to April 2022. Prior to these positions, Burnard was the Acting Manager Rail Safety at NZ Transport Agency, Chief Executive at NAIT Limited, and Manager Compliance Monitoring and Response at the Ministry for the Environment. Burnard started a long career at the Ministry of Fisheries, where responsibilities included Manager Regulatory and Information for Inshore Fisheries from July 1984 to October 2009.
