Duane O'Laughlin P.e.

Duane O'Laughlin, P.E. has over 35 years of work experience in engineering and construction management. Duane currently serves as the Chief Operating Officer at Ciorba Group, Inc., where they are responsible for overseeing operations. Prior to this role, they held positions as the Vice President - Director of Engineering and Roadway Group Manager at the same company. In these roles, they led civil engineering efforts for various clients, including the Illinois Tollway and the Illinois Department of Transportation. Duane also managed design and construction engineering projects, developed client relationships, and identified new business opportunities.

Before joining Ciorba Group, Inc., Duane worked as a Senior Project Manager at Homer L. Chastain and Assoc., LLP, where they managed design projects for clients such as the Illinois Department of Transportation, the Illinois Tollway, and Metra. Duane handled project staffing, budgeting, and quality reviews.

Earlier in their career, Duane served as the Engineering and Planning Manager at Valley Construction Company. In this role, they oversaw project planning, budgets, and coordination for construction projects with the Iowa and Illinois Departments of Transportation, municipalities, and utility companies. Duane also estimated and prepared project bids and proposals.

Prior to their work in the private sector, Duane served as an Officer in the US Army. As a Project Engineer in the U.S. Army Corps of Engineers, they managed civil works construction contracts in Iowa, Illinois, and Missouri, totaling $50 million. Duane handled contract administration, including change orders, time extensions, pay estimates, and negotiations.

Duane O'Laughlin, P.E. holds a Bachelor of Science degree in Civil Engineering, which they obtained from the United States Military Academy at West Point between the years 1981 and 1985. In 1992, they pursued further education and completed a Master of Science degree in Civil Engineering at the University of Florida, which they finished in 1993. Additionally, Duane O'Laughlin earned a Certificate in Project Management from The University of Chicago in December 2002.
