Courtney Harter

Courtney Harter is a seasoned professional in community development with extensive experience in managing federal grant-funded projects. Currently serving as the Director of Community Development for the City of Council Bluffs since March 2022, Courtney previously held the position of Housing & Economic Development Manager from August 2015 to March 2022, overseeing community development initiatives and assisting in the management of the Community Development Advisory Committee. Prior to this, Courtney was the Community Development Team Leader at the Southwest Iowa Planning Council from April 2010 to August 2015, where responsibilities included the development of transportation and comprehensive plans and collaboration with local councils on strategic planning. Educational qualifications include a Master of Public Administration focused on Municipal Government from the University of Nebraska at Omaha, a Bachelor of Political Science with a minor in Criminal Justice from Northwest Missouri State University, and an Associate of Arts in General Studies from Iowa Western Community College.
