William Russell is an experienced GIS Analyst at the City of DeLand since January 2018, providing geospatial information support through the analysis and manipulation of GIS databases for urban operations. Prior to this role, William served as a GIS Technician, offering cartographic and geospatial visualization products. Before joining the City of DeLand, William held the position of Senior Intelligence Geospatial Instructor at ManTech, training U.S. Geospatial Engineers and Imagery Analysts. William's earlier career spans nearly three decades in the U.S. Army, where roles included Geospatial Engineer Technician, Commander, and Terrain Analysis Technician, focusing on operational visualization and managing personnel within geospatial teams. William holds a Bachelor of Science in Geological and Earth Sciences from Southern New Hampshire University, earned between 2017 and 2020.
