Jessica Neill Hoyson, SPHR, CLRP has extensive experience in human resources, with roles in various organizations. Jessica started their career at Expedia in 2006, where they worked as an HRIS/Benefits Analyst. In 2007, they transitioned to the City of Bainbridge Island, first as a Senior HR Analyst and then as a Human Resources Administrator. In 2010, they joined the City of Oak Harbor, WA as a Human Resources Manager. Jessica then moved on to Skagit County in 2012, where they served as the Director of Human Resources and Risk Management until 2019. Currently, they are the Human Resources Director at the City of Edmonds, a position they have held since 2019. Their diverse experiences have provided their with a strong background in HR leadership and management.
Jessica Neill Hoyson, SPHR, CLRP, obtained a Bachelor of Arts degree in Drama and Dramatics/Theatre Arts from Mills College in the years 1990 to 1994. Jessica then pursued a Bachelor's degree in Communications & Marketing from Mercyhurst University between 1997 and 2000. In 2005 to 2006, they completed a Human Resources Management program at the University of Washington.
In terms of certifications, Jessica obtained the Senior Professional in Human Resources (SPHR) from the Human Resources Certification Institute in February 2019. Additionally, they received the Certified Labor Relations Professional (CLRP) designation from NPELRA in September 2015.
Furthermore, Jessica acquired certifications in Claims Management from The Institutes in November 2015 and in Risk Management for Public Entities from The Institutes in October 2014.
