Kakshi Master

Kakshi Master is an experienced Human Resources professional with a strong background in employee relations and labor negotiations. Currently serving as the Human Resources Manager for the City of Fremont since January 2023, Kakshi previously held several positions in the City of Hayward, including Acting Deputy Director of Human Resources, where responsibilities included overseeing department operations and leading labor relations programs. Kakshi's experience also encompasses roles as Senior Human Resources Analyst and HR Analyst II, providing city-wide training, managing budgets, and ensuring compliance with employment laws. Prior experience includes serving as an Executive Analyst for the City of San José, focusing on employee relations, investigations, and training, as well as advocating for domestic violence survivors with Safe Alternatives to Violent Environments. Kakshi holds a Master of Public Administration from Penn State University and a Bachelor of Arts from the University of California, Santa Cruz.
