Cathy Carter

Cathy Carter, PHR, PSHRA-SCP, has extensive experience in human resources and training, currently serving as the Assistant to the Director of Administrative Services for the City of Kansas City, MO, since July 2005. Cathy has held various roles, including Senior Human Resources Specialist in HRIS and Compensation, Human Resources Liaison, and Manager of the Training Program for the Wastewater Treatment Plant. Prior to 2005, Cathy worked as an Education Development Consultant in the Human Resources Education Division, delivering specialized training programs for city employees, and held positions at Birch Telecom and GE Money, focusing on training management and development. Cathy possesses an MFA in Theatrical Design and Technology and a Bachelor's Degree in Art History from the University of Missouri-Kansas City.
