Dave Owens

Dave Owens has over three decades of experience in water treatment management and operations. Since June 1992, Dave has served as the Water Plant Manager for the City of Moline, overseeing the daily operations and process control of a 12 million gallon per day lime softening surface water treatment plant. Prior to this role, Dave worked as a Water Plant Operations and Maintenance Specialist, where responsibilities included repairing and maintaining water plant equipment and systems, leading other mechanics, and serving as assistant manager. Earlier in Dave's career, from February 1983 to October 1991, service in the United States Air Force as an Environmental Support Specialist involved operating and maintaining various water and wastewater treatment plants globally. Dave holds an Associate of Science degree in Environmental Science from the Community College of the Air Force, earned between 1983 and 1990.
