Lillian Mulligan

Lillian Mulligan, E.I. is a Civil Engineer at the City of Panama City Beach Government since March 2022, managing multiple municipal infrastructure projects such as drainage and transportation systems while ensuring projects are completed on time and within budget. Previously, Lillian served as a Graduate Research Assistant at the University of South Florida, investigating advanced methods for landfill leachate treatment and preparing technical reports for funding agencies. Lillian also gained experience as an Undergraduate Research Assistant at Florida Atlantic University and as a Computer Science Tutor at Florida Southern College, where tutoring included Discrete Mathematics and programming courses. An internship at the Florida Department of Transportation involved addressing IT issues. Lillian holds a Master of Science in Environmental Engineering from the University of South Florida, a Bachelor of Science in Mathematics and Computer Science from Florida Southern College, and an Associate of Arts degree from Gulf Coast State College.
