Samar Mazloum Ph.d, P.eng

Samar Mazloum, Ph.D, P.Eng, currently serves as the City Utilities Engineer for the City of Panama City, Florida, leading the Utilities division since February 2021. Previous experience includes roles as an Environmental Consultant at OSTAR Holdings and as an Environmental Engineering Consultant for the Florida Rural Water Association. Samar has held academic positions as a Sessional Professor and Post Doctoral Fellow at the University of Windsor and has contributed as a Lecturer at multiple institutions. Early career experience includes project management at LIMCO and project engineering at ENWIN Utilities Windsor Utilities Commission. Samar holds a Bachelor's, Master's, and Ph.D. in Environmental Engineering, all from the University of Windsor.
