Shelly Costa

Shelly Costa serves as the Human Resources Director for the City of Pekin since January 2024, following a successful tenure as HR Business Partner at OSF HealthCare from May 2017 to December 2023. Previously, Shelly held the role of Assistant Director for Equal Opportunity and Access at Illinois State University, where responsibilities included investigating allegations of harassment and discrimination, and managing ADA accommodation requests. Extensive experience at Caterpillar Inc. spanned various HR roles, from Senior Talent Development Consultant to HR Process Implementation Specialist, focusing on employee development, compliance, and performance management. Early in their career, Shelly worked as a Customer Service Representative at American Airlines. Shelly holds a Bachelor’s Degree in Business with a Human Resources and Management Concentration from the University of Illinois Springfield.
