Mandeep Bains

Mandeep Bains is an accomplished professional with extensive experience in community services planning and organizational improvement. Currently serving as Manager of Community Services Planning and Major Projects at the City of Richmond since September 2013, Mandeep leads strategic planning and policy development while overseeing the construction and opening of new facilities. Previous roles include Manager of Continuous Improvement, focusing on enhancing operational effectiveness, and Manager of Corporate Performance, where Mandeep designed initiatives for organizational transformation aligned with strategic goals. Mandeep has also held positions at the Government of British Columbia, where responsibilities included evaluating service effectiveness and developing accountability functions. Academic qualifications include advanced studies at the University of Saskatchewan (PhD coursework completed) and a Master’s degree from the University of Victoria.
