Margaret Kavanaugh-Lynch

Margaret Kavanaugh-Lynch currently serves as the Planning Manager for the City of San Rafael, a position held since November 2023. Prior to this role, Kavanaugh-Lynch was the Planning Manager for the City of Vallejo from November 2020 to November 2023. Additional experience includes serving as City Planner for the City of Martinez, Development Services Manager for the City of El Cerrito, and Planning Services Manager for the City of Alameda. Kavanaugh-Lynch’s earlier roles include Principal at Mosaik, Planning Commissioner for the City of El Cerrito, Senior Associate Planner at PMC (now Michael Baker International), Planner III for the City of Alameda, and Senior Planner for the City of Berkeley. Academic qualifications include a BA in Environmental Science with a focus on Natural Resource Planning and Management from the State University of New York at Plattsburgh, obtained between 1983 and 1987.
