Scott Mulligan

Scott Mulligan is a seasoned leader in operational security and compliance, currently serving as Vice President for both Operational Security and Operational Compliance at CLEAR since July 2023. Previously, Scott held the position of Assistant Administrator at the Transportation Security Administration (TSA) from November 2015 to July 2022, where significant contributions included leading a multidisciplinary team dedicated to enhancing global security systems and optimizing TSA's substantial security expenditures. During tenure at TSA, Scott also reformed Red Team testing methodologies to integrate scientific and statistical approaches. Scott's earlier career includes roles as Compliance and Regulatory Counsel at the US Department of Homeland Security, Judge Advocate in the US Army, and Senior Attorney at the U.S. Department of Justice. Scott holds a Master's degree in National Security Policy Studies from the United States Naval Postgraduate School and a Doctor of Law (JD) from Cleveland State University - Cleveland-Marshall College of Law.
