Rick Combs has over 30 years of work experience in various law enforcement and administrative roles. Rick started their career in 1980 as an Administrative Lieutenant for the City of Milford, Ohio, where they served until 1991. Rick then joined the Glendale Police Department as Police Chief from 1991 to 1997. In 1997, they became the Chief Deputy for the Clermont County Sheriff's Office, a position they held until 2006. From 2006 onwards, they have been Chairman of the Board of Elections.
Rick Combs attended Northwestern University in 1988 for a course called School of Staff and Command. Prior to that, they studied Criminal Justice Administration at the University of Cincinnati from 1985 to 1988. No degree was specified for either educational experience.
