Mr. McClelland has been a valued member of CME Associates since the company was formed in 1983, and has served as Partner since 1997. With more than 35 years' experience in all facets of civil engineering, Mr. McClelland is responsible for providing municipal engineering services and consulting engineering services to various counties, municipalities, and Authorities. Currently he is the primary contact for the Townships of North Brunswick, Woodbridge, Aberdeen, Plainsboro, Old Bridge, East Brunswick, and Piscataway, the Boroughs of Edgewater, East Newark, Milltown and Dunellen, the Cities of Rahway and Linden as well as the Counties of Middlesex, Salem, Union, and Gloucester. He also represents several Authorities throughout New Jersey, including Old Bridge Municipal Utilities Authority, the Brick Township Municipal Utilities Authority, Franklin Township Sewerage Authority, the Jersey City Municipal Utilities Authority, the Township of Ocean Sewerage Authority, and the Berkeley Township Municipal Utilities Authority.
Mr. McClelland also has extensive knowledge in the water / wastewater field. His expertise has been an invaluable asset to not only CME Associates, but to the Authorities he represents. Recently, Mr. McClelland oversaw the emergency design, permitting, and geotechnical evaluation for the installation of two new HDPE pipes below Deal Lake via horizontal directional drill method, once the Township of Ocean Sewerage Authority determined that the dual pipe siphon crossing under Deal Lake from the Borough of Interlaken to Ocean Township was damaged beyond repair. Despite the many challenges faced during the project, flow was restored across Deal Lake through the new inverted siphon within 60 days of the reported break.
Mr. McClelland has been honored by the New Jersey Society of Professional Engineers numerous times over the past 30 years. Just recently he received a First Place award for the Management of a Flood Prone Essential Utility, the Borough of Milltown Electrical Substation. Originally constructed in the 1960's and located within a special flood hazard area, The Borough of Milltown's Electrical Substation has endured 5 historic flood events dating from 1975 thru 2011, some of which inundated the substation resulting in power outages lasting for days. The management efforts have included the design and construction management of preventative, immediate and interim maintenance projects to the existing substation, along with the emergency replacement of Transformer Number 4 which occurred during a midsummer heat wave. In addition to the interim modifications to the existing substation, Mr. McClelland's management efforts have included the search for a new substation site along with the development of cost estimates for the construction of the new substation. Mr. McClelland was also instrumental in seeking funding opportunities to assist the Borough in budgeting for the relocation which is currently underway. The new substation is scheduled to be energized in September, 2015.
He is a member of the American Society of Civil Engineers, American Water Works Association, New Jersey Water Environment Association, Institute of Transportation Engineers and New Jersey Society of Municipal Engineers.
Mr. McClelland is a graduate of New Jersey Institute of Technology with a Bachelor of Science in Civil Engineering. He is a licensed New Jersey Professional Engineer, New Jersey Professional Planner, a Certified Public Works Manager, and a Certified Municipal Engineer.
