John Higgins

John Higgins is an experienced program analyst with a strong background in international relations and budget management. Currently serving as a Program Analyst (Subject Matter Expert III) at Competitive Innovations, LLC, John plays a key role in developing the State Department's annual diplomatic engagement budget by coordinating with various analysts. Prior experience includes roles at Ardent Eagle Solutions and Chenega Applied Solutions, where John utilized knowledge of international trade and managed budget justifications. An independent consultant from 2016 to 2019, John also held significant positions at Engility and International Resources Group, managing multimillion-dollar contracts and drafting essential documentation. John began a career as a U.S. Peace Corps Volunteer, executing impactful community projects in the Philippines. John holds a Bachelor of Arts in International Relations from Carleton College.
