Stephen Tsai currently serves as General Counsel at Concord Energy Holdings LLC. Prior to coming on board with Concord, Stephen was a Senior Associate in the Energy Group of what is now Eversheds Sutherland LLP. During his time at the firm, Stephen counseled clients on a host of regulatory issues, including compliance with the Dodd-Frank Consumer Protection Act, and related agency regulations. Stephen also represented and defended clients in investigations and enforcement actions conducted by federal agencies, such as the U.S. Commodity Futures Trading Commission and the Federal Energy Regulatory Commission.
Prior to working at Eversheds Sutherland LLP, Stephen served as a Trial Attorney in the Division of Enforcement of the U.S. Commodity Futures Trading Commission. While at the CFTC, Stephen prosecuted violations of the Commodity Exchange Act and related CFTC Regulations. Stephen worked closely with many federal agencies, including the Federal Bureau of Investigation, and the Department of Justice, Criminal Fraud Division. Stephen also worked closely with members of the predecessor agency to the U.K. Financial Conduct Authority.
Stephen is a graduate of the University of Michigan, Ann Arbor, and Cleveland State University Cleveland-Marshall College of Law, where he served on the Law Review. Stephen is a licensed attorney, and is a member of the Ohio Bar, the Bar of the District of Columbia, and the Colorado Bar.
