VP, Mission Assurance at Consolidated Nuclear Security

Blake Scott is vice president of Mission Assurance for Consolidated Nuclear Security, LLC, which is responsible for the management and operation of the Pantex Plant in Amarillo, Texas, and the Y-12 National Security Complex in Oak Ridge, Tennessee. In this role, he is responsible for the following organizations: Enterprise Occupational Health, Operations Assurance, Pantex Environmental & Safety Programs, Quality, and Y-12 Environment, Safety, & Health.

The multifaceted Mission Assurance organization ensures that the quality of Pantex and Y-12 production activities meet requirements of federal program and design agency customers, which provides certifiable confidence in the nuclear stockpile. Responsibilities also include subject matter expertise for all readiness activities, nuclear and explosives safety, and coordination with the Department of Energy Office of Enforcement. The organization also is responsible for occupational health, radiological controls, and radiation safety as well as ensuring the work environment at both sites is protective of the worker, public, and the environment.

Scott has programmatic and operations experience at Pantex (2002–2006) and Y-12 (2007 to present), and has more than 30 years of experience working at DOE facilities. Before leading Mission Assurance, he was the senior director of Lithium Transformation, where he was responsible for the development and implementation of the lithium strategy. He developed off-site production options requiring National Environmental Policy Act compliance and Site-Wide Environmental Impact Statements; informed lithium waste negotiations with the Tennessee Department of Environment and Conservation that involved listed Resource Conservation and Recovery Act reactive lithium compounds; led the development and implementation of the Y-12 lithium strategy securing capability through 2075; restarted critical equipment to re-establish full lithium recycle capability; and secured more than $100 million to establish the Lithium Modernization Program.

While at Pantex, he managed the W76, B61, and W80 Life Extension Programs coordinating efforts with design agencies and production plants. Scott also was the Stockpile Readiness program manager at Pantex and Y-12 responsible for maturing technologies to support LEPs.

His diverse background ranges from high-energy physics, aircraft composite brakes, nuclear rocket design, nuclear reactor manufacturing, uranium enrichment processes, nuclear weapon assembly, nuclear waste disposal, and uranium and lithium recovery processes.

Scott, a certified project manager, holds a B.S. in aeronautical astronautical engineering from Purdue University and an M.S. in material science from the University of Virginia.
