Frederick Burgess is the current Vice President of Facilities and Campus Services at Cornell University. Frederick has previously worked as the Commanding Officer of NAVFAC Washington from June 2005 to May 2017. In this position, they were responsible for directing capital projects, contracting, planning, real estate, environmental, facilities maintenance, transportation and utilities services supporting 9 Navy, Marine Corps, and Joint bases in the National Capital Region. Frederick led a diverse, multi-discipline team of 1,300 civilians and military in managing a physical plant valued in excess of $14B.
During their time as Commanding Officer, Frederick achieved many accomplishments. Frederick administered a construction program valued at more than $450 million in Fiscal Year 2016. Frederick also led a best-value source selection for award of the $107 million Cyber Security Studies building at the United States Naval Academy. The project supported cutting-edge instruction in cybersecurity while complementing the historic character of the USNA built environment. In addition, they delivered $55 million in facilities maintenance through a combination of in-house and contract personnel. Frederick also improved supply support by stocking common-use parts on mechanics’ trucks and provided transportation support for the 2017 Presidential Inauguration. Furthermore, they delivered utilities valued at $180 million and was responsible for maintaining and recapitalizing distribution systems on bases. Frederick also led a region-wide energy conservation program that reduced energy intensity by 5%. Lastly, they established professional development training for command personnel. Frederick developed and implemented a supervisor training program and updated training for air conditioning and electronic controls technicians. Frederick also directed a robust safety program which achieved sustained superior results with lost-time mishap rates below industry averages.
Frederick Burgess has an Executive Program from Northwestern University - Kellogg School of Management, a Master's of Engineering in Civil Engineering from Old Dominion University, and a B.S. Mechanical Engineering & B.A. Modern Languages (French) from University of Notre Dame. Frederick is certified from the Association of Energy Engineers in Certified Energy Manager and from the Commonwealth of Virginia in Professional Engineer.
