Charley Francis

Charley Francis serves as the Deputy Program Director at CSG Justice Center, contributing expertise in criminal justice, housing, and behavioral health. In this role since August 2020, Charley has overseen the development of key resources funded by the Department of Justice, authored policy briefs for state leaders regarding housing for justice-involved individuals, and created an instructional toolkit for effective homeless outreach. Previous positions include Senior Associate at Edgemere Consulting Corporation, where Charley provided technical assistance to Public Housing Authorities, and Assistant Director at Rhode Island Housing, managing significant federal rental assistance programs. Additionally, experience at the Massachusetts Department of Housing and Community Development and the U.S. Department of Housing and Urban Development further emphasizes Charley's strong background in policy development and housing initiatives. Charley holds a Master of Public Policy from The Heller School at Brandeis University and a BA in Economics and Spanish from Hamilton College.
