John Owen, MSEM, CFM, currently serves as a member of the South Central Task Force All Hazards Incident Management Team. Additionally, John is an active member of the Cumberland York Area Local Defense Group and the Harrisburg Area Transportation Study Technical Committee. John's extensive experience includes roles as the Assistant Township Manager and Chief Planner for East Pennsboro Township, where responsibilities encompass overseeing various community development departments and code compliance. John has also volunteered with Team Rubicon for disaster relief efforts and completed a Hazard Mitigation Planning Internship with Cumberland County. Military experience includes serving as an Army Officer in the Army National Guard. John's educational background features a Master of Science in Emergency Management from Millersville University, along with various certifications and trainings in emergency management and building code enforcement.
