Emanuel Meza

Emanuel Meza, MBA, serves as the PLA Administrator for both the Los Angeles Community College District and Cumming Corporation, where responsibilities include administering the Project Labor Agreement and supporting public agencies in enhancing local construction participation. With prior experience as a consultant for Fortune 500 companies and public agencies on labor law, contract compliance, diversity, and process improvement at Casamar, Emanuel has worked with notable clients such as AECOM, Caltrans, and LA Metro. A graduate of the University of Southern California, Emanuel holds an MBA, a Graduate Certificate in Strategy and Management Consulting, as well as degrees in Biology and Spanish Language and Literature.
