Emma Catford

Emma Catford is currently serving as Deputy Secretary at the Department of Justice and Community Safety, Victoria, since April 2023. Catford has extensive experience in various roles, including Executive Director and Deputy Secretary positions at the Department of Premier and Cabinet (Vic) and COVID-19 Quarantine Victoria. Previous roles at the Victorian Department of Health and the Department of Justice and Community Safety have further developed expertise in policy formulation and governmental relations. Catford has also held leadership positions such as President of the Richmond Rowing Club and Manager of Risk & Compliance at the Coroners Court of Victoria. Educational qualifications include a Masters in Public Policy & Management from the University of Melbourne and completion of the Executive Fellows Program in Public Policy at ANZSOG, among others.
