Javier Calvo has more than 17 years of technical experience across DRG sectors, including local government, civil society and media, civic education, elections, human rights, citizen security, political transitions, anti-corruption, gender, and violence prevention and impunity. He has worked on projects in El Salvador, Guatemala, Honduras, Mexico, Nicaragua, Bolivia, Ecuador, and Venezuela funded by USAID in Washington and in LAC missions. Mr. Calvo’s experience also covers technical implementation in both relatively open and closed polities, rapid response planning for transition contexts, and applied research. He possesses extensive experience hiring, training, and managing international and local teams of up to 84, and managing complex multi-project portfolios up to $39 million USD, including management of rapid response and grantmaking.

Mr. Calvo brings expertise in collaborative leadership, creative thinking and cognitive flexibility according to supervisors and peers. He is an expert in providing leadership to direct overall strategy, project implementation and measurement of outcomes across stakeholders to achieve sustainable reforms. In addition to client-facing work, he has acted in a variety of administrative capacities, including strategic planning, resource management, personnel management, systems development and communications
