Niaz Shinwari

Niaz Shinwari has extensive experience in program management and financial management roles. Niaz is currently the Associate Director at DevTech Systems, Inc. since October 2021. Prior to that, they worked as a Program Manager for PFM and Economic Growth at DevTech Systems, Inc. from January 2020 to September 2021. Niaz was a Senior Consultant at Counterpart International from December 2019 to January 2020. Niaz also held a significant role at USAID as a Program Management Specialist, where they managed a $2.7 billion grant agreement to the World Bank/Afghanistan Reconstruction Trust Fund (ARTF) aimed at fighting poverty, improving financial sustainability, and enhancing governance through various development projects. Before that, they worked as an Economic Advisor/Director of Finance at Adam Smith International and as a Consultant in Public Financial Management (PFM) at Crown Agents. Niaz began their career at the Ministry of Finance, where they served as the Head of the Fiscal Policy Unit, leading a team in improving fiscal transparency and representing Afghanistan in international conferences. Niaz also worked as a Fiscal Policy Analyst at UNDP/Ministry of Finance.

Niaz Shinwari completed a Master's degree in International Development Policy, specialized in Public Financial Management, from Duke University in the year 2013. In the same year, they also obtained a Certificate from Virginia Polytechnic Institute and State University. Prior to this, in the years 2004 to 2008, they completed a Bachelor of Science (Honors) degree in Economics from International Islamic University Islamabad.
