Brandon Clifton joined ES&S in 2021. From 2014 to 2021, Brandon served as the Deputy Secretary and Chief of Staff for the Office of Indiana Secretary of State. As the senior advisor to the Secretary, Brandon was responsible for administering the duties of the Indiana Secretary of State, managing legislative priorities of the office, overseeing statewide elections in coordination with the counties, serving as the office’s CFO by overseeing the Secretary’s dedicated and appropriated funds, managing INBiz, Indiana’s one-stop business portal, and implementing Indiana’s statewide election cybersecurity solution. Furthermore, Brandon oversaw the legislative authority for counties to adopt hundreds of voter verifiable paper trail tabulators.
Prior to joining Indiana Secretary State’s executive team, Brandon served as Assistant General Counsel for the Indiana Department of Administration. In that role, he served as counsel for procurement, contract and transactional matters, counsel for the Minority and Women’s Business Division, the Director of Executive Branch Lobbying as well as the Ethics Officer for the agency. Brandon has also served as counsel and policy advisor at the Indiana Department of Education.
While advising representing the Secretary in her capacity as the President of the National Association of Secretaries of State (NASS), Clifton also worked on the establishment of the Election Infrastructure Sector Governing Coordinating Council (EIS GCC), which is the governing body responsible for implementing and administering the federal critical infrastructure designation. The council includes state and local election administrators, United States Department of Homeland Security (DHS), National Institute of Standards and Technology (NIST), Federal Bureau of Investigations (FBI), Election Assistance Commission (EAC) and other federal agencies.
A native of Lafayette, Indiana, Brandon graduated from Wabash College where he served as a team captain of the varsity football team. Brandon attended law school at Barry University and earned an MBA in Orlando, Florida. He is a Penrod Society member, a volunteer organization designed to support the cultural and educational activities of Indiana artists and students, an alumnus of the Indiana Leadership Forum, and a former officer of the National and Indianapolis Association of Wabash Men’s Board of Directors.
Brandon, his wife, and daughter reside in Indianapolis with their cat, Leo.
