Kimberly Scruggs, SPHR, SHRM-SCP has a diverse work experience spanning over two decades. Kimberly began their career in 1994 as an Administrative Secretary III (Personnel Office) at Escambia County Sheriff's Office and later moved on to become the Director of Human Resources at Santa Rosa County Sheriff's Office in 2001. In 2007, they joined Studer Group as a Partner Relations Coordinator, followed by a position as Director of Human Resources and Payroll Operations at Allstates Employer Services in 2008. In 2011, they worked as a part-time Human Resources Administrator at Sears Holdings Corporation before joining Emerald Coast Utilities Authority in 2013. At Emerald Coast Utilities Authority, they initially served as the Assistant Director of Human Resources & Administrative Services and later took on the role of Director of Human Resources and Administrative Services in 2019. Throughout their career, Kimberly has gained extensive experience in human resources management and administrative services.

Kimberly Scruggs, SPHR, SHRM-SCP holds a Master of Public Administration (MPA) degree in Public Human Resource Management from Troy University, which they obtained from 2014 to 2020. Prior to that, they earned a Bachelor of Applied Science (BASc) degree in Administration and Supervision/Organizational Administration from Pensacola State College between 2012 and 2013. In their earlier years, Kimberly completed an Associate of Science (AS) degree in Business Management & Administration/Micro-computer Systems in Business at Pensacola Junior College from 1994 to 1998.
