Lisa Russell

Lisa works in partnership with the agency’s Program Leaders team to oversee Encompass’s more than 40 programs that provide direct health and human services to the Santa Cruz County community. Lisa is a California native who is passionate about promoting healthy, thriving communities. Her most recent experience includes executive leadership roles at Janus of Santa Cruz where she focused on client reported experience and outcome monitoring, evidence-based practice implementation, and data informed process improvements. She has worked extensively in program development, implementation, and evaluation and held senior positions in applied research. Lisa has contributed to the proposals of numerous federal, state, and locally funded projects which have yielded a variety of co-authored publications in peer-reviewed journals, presentations, and professional reports. She has Master's and Doctorate degrees in Public Health from the University of California, Los Angeles.
