Zachary Payne

Construction Division Manager at ENVIRONET INC

Mr. Payne serves as Program Manager for Environet's Construction Division. In managing nearly $10 million in contract capacity, he routinely identifies and supervises specialty subcontractors, manages budgets and schedules, and implements quality assurance/quality control and site safety and health procedures to comply with NAVFAC and the U.S. Army Corps of Engineers procedures and protocol. Mr. Payne is responsible for supervising the development of a full realm of project documentation including work plans, site specific safety and health plans, quality control plans, permit applications, NEPA environmental assessments, and final reports to agencies. He has managed complex environmental restoration and construction projects in Hawaii, Yap, Guam, and Japan for the U.S. Navy, the U.S. Army, U.S. Coast Guard, City and County of Honolulu, and State of Hawaii.

In his previous role as a Program Manager, Mr. Payne managed environmental assessments; site characterizations; site investigations; landfill monitoring investigations; hydrologic studies; statistical data analysis; groundwater modeling; GIS database construction; remedial investigations, remedial construction, and bioremediation of energetics.
