Shilpa Kapur has extensive work experience in project and program management, business analysis, and innovation consulting.

Shilpa currently works as a Program Manager at Essex Management, LLC, where they are contracted as a Senior PM at the National Institutes of Health (NIH) National Cancer Institute (NCI). In this role, they manage multi-functional teams in developing a large-scale Covid-19 Real World Data (RWD) Infrastructure to hold de-identified, consolidated, and harmonized longitudinal data in a Single Data Platform. This project aims to empower the research community to answer ongoing research questions related to the SARS CoV-2 pandemic, improve clinical practices informed by RWD evidence, and contribute towards guideline development.

Prior to their current role, Shilpa served as an Innovation Advisor at GovernmentCIO, where they drafted a clinical services playbook, managed cross-functional teams in creating a cloud-based solution for VHA's National Radiation Oncology Program, and delivered the Health Service Portfolio Middleware strategy. Shilpa also led continuous process improvement and innovation initiatives for OIT Health Services Portfolio.

Before GovernmentCIO, Shilpa worked at Evoke Consulting, LLC as a Program Manager. In this role, they supported the creation and management of a high visibility $500M+ program, managed product life cycles for different projects, and served as the Human Centered Design (HCD) Project Lead for various CIS projects.

Shilpa also has experience working at Atlas Research as a Manager, where they delivered business analysis and process engineering expertise for Veterans Relationship Management (VRM) initiatives. Shilpa was involved in highly complex enterprise data management initiatives, requirements analysis, and stakeholder engagement.

Prior to Atlas Research, Shilpa worked at Associated Veterans, LLC as a Senior Business Analyst Project Lead. In this role, they delivered business analysis and process engineering expertise for various VRM and IT Contact Center Modernization projects.

Earlier in their career, Shilpa worked at Aderas, Inc as a Lead Business Systems Analyst, providing support for Pension Benefit Guarantee Corporation's applications and leading enhancements for the My Pension Benefit Account (MyPBA) system.

Shilpa also has experience as a Business Analyst at Salient CRGT (ATSC), where they worked on multiple legacy and modernization solutions at the Pension Benefit Guarantee Corporation.

Shilpa started their career as an Assistant Manager of Product Development at May Department Stores.

Throughout their career, Shilpa has obtained various certifications, including PMP, CBAP, SAFE, and HCD.

Shilpa Kapur holds a Bachelor of Design and Management degree from Apee Jay College. Additionally, they have obtained various certifications throughout their career. In 2014, they became a Certified Scrum Master (CSM) through the Certified Scrum Master institution. In 2019, they obtained the CBAP (Certified Business Analysis Professional) certification from the International Institute of Business Analysis (IIBA). Continuing their professional development, they achieved the Project Management Professional (PMP) certification from the Project Management Institute in December 2020. The following year, in March 2022, they earned the SAFe Agilist Certification from Scaled Agile, Inc. Furthermore, Shilpa Kapur has acquired additional certifications related to their field. In March 2019, they completed the Design Kit: The Course for Human-Centered Design provided by +Acumen and IDEO.org. Later, in April 2021, they completed the LEAN DATA APPROACHES TO MEASURE SOCIAL IMPACT course offered by Acumen Academy.
