Sam Kemp-Milham

Sam Kemp-Milham is an experienced programme and project manager with a strong background in the public health and environmental sectors in New Zealand. Currently serving as Programme Manager at Fire and Emergency NZ since February 2023, Sam has held various senior roles including Programme Manager at the Ministry of Health New Zealand and Senior Project Manager at the Ministry for the Environment. Previous positions include leadership roles at Manatū Taonga Ministry for Culture and Heritage, the Ministry of Education, and the Ministry of Business, Innovation and Employment among others. Sam’s extensive experience also includes contributions to health system design at ACC and managing diabetes and long-term conditions programmes at the Ministry of Health.
