Rebecca Windsor has a diverse work experience spanning multiple industries and sectors. Rebecca currently holds the position of Head of Organisation Development at the Gambling Commission since December 2020. Prior to this role, they also served as the Head of Organisation Development & Transformation and HR Transformation Lead at the same company.

Rebecca Windsor started their education at Wolverhampton Girls High School. However, the exact years of their enrollment and the degree or field of study pursued are unknown. Later on, from 2000 to 2003, they attended the University of Wolverhampton, where they obtained a Post Grad degree in Human Resource Management (or HRM).
