Melissa Barrington has a diverse work experience spanning several companies and roles. Melissa is currently serving as the Deputy Program Manager at Garud Technology Services Inc., where they provide leadership and technical direction in support of the Environmental Protection Agency (EPA) Office of Mission Support. Melissa'sresponsibilities include portfolio management support and implementing strategies to support CIO decision-making.
Prior to their current role, Melissa Barrington founded M3 Consulting Services, LLC in 2019 and served as the CEO & President. Melissa has over 18 years of experience in management consulting across multiple federal agencies, including eight years with Booz Allen Hamilton.
Before M3 Consulting Services, Melissa worked as a Business Analyst at THIHA INC, where they focused on modeling application frameworks on the Salesforce platform and developing business and functional requirements for Salesforce applications. Melissa also documented object models in support of healthcare platforms and health IT integration.
Melissa's experience at Booz Allen Hamilton includes working with clients such as the National Science Foundation, Tax Tobacco and Trade Bureau, Department of Labor, and Department of Health and Human Services. Melissa managed and executed a $23 million IT budget for the Tax Tobacco and Trade Bureau, providing spending analysis and budget prioritization for the CIO.
Melissa also served as a Sr. Business Analyst at CACI International Inc, where they established the USDA FSIS Portfolio of IT Investments and authored standard operating procedures for CPIC control and select phases.
Earlier in their career, Melissa worked as a Business Analyst at Acentia, where they monitored investment performance and reconciled budgets for the Department of Health and Human Services. Melissa also worked as a High School Teacher at Hyde Leadership Public Charter School and as a Teacher at Nicholas Orem Middle School.
Melissa Barrington completed their bachelor's degree in Mathematics and Industrial Engineering from Bennett College from 1992 to 1997. Melissa further pursued their education in Operations Management and Supervision at the University of Arkansas from 1997 to 1999. Melissa also obtained additional certifications, including the ICP from ICAgile in March 2018 and the CTBME from the Technology Business Management Council in December 2017.
