James Bailey

Mr. Bailey is managing member and chief executive officer of GCC Technologies, LLC, a Verified Service-Disabled Veteran-Owned, Small Business contractor and HUBZone Certified Small Business providing a wide range of program management, information technology, security, global health, compliance and acquisition support services to government and commercial clients.

He previously served as vice president of business development, Princeton Economic Research, Inc., as well as chief operating officer for Computer Technology Services, Inc., a small business providing training and support services to federal, state and local governments.

Prior to his retirement from the United States Air Force, Mr. Bailey served as a procuring contracting officer, administrative contracting officer, chief of the contract administration and operations branch, and director of contracting for a major Air Force acquisition division.

Mr. Bailey is a visiting instructor with ESI International and The George Washington University School of Business and Public Management, with concentrations in the project management and government contract management disciplines. He teaches all the courses offered in the Masters Certificate Program sponsored by The George Washington University School of Business and Public Management. In addition, he serves the local community as chairman of the board for the Garrett County Chamber of Commerce and vice chair of the Garrett County Development Corporation.

Mr. Bailey holds a bachelor’s degree in business from the University of Nebraska, and a master’s degree in public administration from Auburn University. He is also a graduate of the Air University, Air War College, and Air Command and Staff College. He holds a professional designation in contract management from the National Contract Management Association and a master’s certificate in government contracting from The George Washington University.
