Toby Proctor

Toby (Thomas) Proctor is an experienced finance and operations professional with a diverse background in program finance, engineering finance management, and corporate finance. As the Associate Director of Program Finance at Ginkgo Bioworks, Inc. since April 2021, Toby leads financial initiatives. In addition, Toby served as the Connecticut State Co-Lead for the Forward Party, promoting a new political party model aimed at fostering bipartisan problem-solving. Previous roles include key finance positions at Collins Aerospace, United Technologies, and MassMutual, where Toby was instrumental in financial reporting and strategic initiatives. Toby holds a Bachelor of Science in Electrical Engineering from Union College and an MBA from UMass Amherst, specializing in Capital Budgets and Small Business Finance.
